10-Day Manhunt Cracks Arms Theft Case, Insider Role Revealed
Introductory Memo:
The theft of arms from Keeper of Technical Equipment (KOTE) in Madras Regiment created sensation across the nation with raising more questions than answers. The questions include whether any foreign hand was behind that, had the weapons reached anti-nationals, how someone was able to reach the arms at so secured area and so on. After 10-day hunt, the police are able to crack the case. One more question, which not answered was, is that easy to lift arms from KOTE?
Analytical view/ Analysis:
The police of Hyderabad are able to crack the case arms theft that took place at Madras Regiment Armoury in Secunderabad on August 31st, 2026. The armoury storage rooms located about 40 metres apart had been broken and arms were stolen. They include – four AK 203 assault rifles, one 5.6 mm INSAS 1B1 rifle, six 9 mm auto 1A pistols, one 6.35 – bore civilian pistol, 21 magazines, one passive night vision binocular and 1,900 live ammunition.
According to CV Anand, Director General of Police (DGP), the investigators suspected several persons including 10 personnel from headquarters, six from ammunition, seven from QRT, seven outsourced personnel, 34 persons on punishment and 50 personnel on leave. Finally, they zeroed upon one Upputolla Mallesh, 37, alias Raju, retired from the 20 Battalion, Madras Regiment, on June 30th, after several coordinates. He was under the scanner for his movements before the theft took place.
The suspicious grown when Mallesh he appeared for investigation after erasing history of call records and WhatsApp details. What could be termed as the biggest search, the officials checked about 8.5 lakh phone numbers, used mobile forensic, CCTV analysis, tracking dogs and other methods to narrow down the suspects. From about 37 persons to the checklist narrowed to two persons, which included Mallesh and another havaldar. An August 27th, 28th and 29th the movements of Mallesh rose suspicion and it was found that he had been conducting recce on personnel movements, lighting and surveillance.
On August 30th, Mallesh left his home at in Balaji Nagar at around 11 p.m. and entered regiment from Kagril gate. He reportedly removed Kote lock, removed firearms and then spent about an hour breaking the ammunition chamber to get the matched ammunition. He loaded ammunition boxes on the scooter, folded the firearms, travelled for two kilometres, and returned to collect magazine covers. This explains how relaxed he was in conducting the operation. Mallesh transported the stolen arms in his own car to Atchamept and took a route via Sagar Ring road to avoid tollgates.
According to a social media post by Udumula Sudhakr, a senior journalist from the Times of India, Mallesh had a criminal past and his fingerprints matched with two unsolved cases pertaining to 2007. Investigators suspected his involvement in these cases but could confirm it only after a complete investigation.
Glaring blackspots
At least two issues in this case point out at the precautions that need to put in place with utmost urgency. The first was the lack of CCTV observation at the Bell of Arms and not having proper lighting. This made the arms robbery easy for Mallesh. The second one was his spending there about an hour breaking the locks and not observed by anyone, including guards on duty.
