 Introductory memo

Analysis/ analytical view

Country and year What happened Outcome
Sri Lanka, 2022 Mass protests erupted amid economic collapse, shortages of fuel and food, and anger over the Rajapaksa family’s rule. Protesters stormed the presidential residence and other government premises. President Gotabaya Rajapaksa fled the country and resigned.
Bangladesh, 2024 Student protests against public-sector job quotas escalated into a nationwide uprising demanding Prime Minister Sheikh Hasina’s resignation. The crackdown and mounting violence intensified the crisis. Hasina resigned and fled on August 5. An interim administration subsequently took charge.
Nepal, 2025 Youth-led protests, triggered by a social-media ban and fuelled by anger over corruption, privilege and unemployment, escalated into violent unrest. Government buildings were attacked and set on fire. Prime Minister K. P. Sharma Oli resigned, and an interim government was formed.
Sudan, 2019 Months of mass demonstrations against economic hardship and President Omar al-Bashir’s long rule culminated in military intervention. The military removed Bashir, but the transition to civilian democratic rule remained contested.
Algeria, 2019 The Hirak protest movement mobilised large crowds against President Abdelaziz Bouteflika’s bid for another term. Bouteflika resigned after weeks of mass protests and pressure from the military leadership.
Syria, 2024 An armed opposition offensive advanced rapidly after years of civil war, culminating in the collapse of Bashar al-Assad’s government. Assad fled Damascus on December 8. This was an armed rebel victory, not a mob-led removal of a democratically elected government.
Niger, 2023 Presidential guards detained President Mohamed Bazoum, and the military seized power, citing security and governance failures. A military coup overthrew the elected president and suspended constitutional institutions.
Venezuela, 2024 Protests erupted after the disputed presidential election, with opposition supporters challenging Nicolás Maduro’s declared victory. The protests did not remove Maduro from power. This was an unsuccessful challenge to the incumbent government, not a successful overthrow.

Overthrow: America’s Century of Regime Change from Hawaii to Iraq

by Stephen Kinzer

Citing cases, the book argues that ‘regime change’ has been an integral part of U.S. foreign policy for more than 100 years. Starting with the overthrow of the Hawaiian monarchy in 1893 and continuing through the Spanish-American War and the Cold War and into our own time, the United States has not hesitated to overthrow governments that stood in the way of its political and economic goals.

POCSO-Rape Cases Are Piling Up Across the Country https://dakshinam.org/2026/10/14/pocso-rape-cases-are-piling-up-across-the-country/ https://dakshinam.org/2026/10/14/pocso-rape-cases-are-piling-up-across-the-country/#respond Wed, 14 Oct 2026 12:10:53 +0000 https://dakshinam.org/?p=2033 Introductory Memo: India is facing a growing backlog of rape and POCSO cases due to delays in trials and the failure to establish the required number of special courts. In 2025, around 1.4 lakh cases were registered, but verdicts were delivered in only 66,500 cases, leaving approximately 2.4 lakh cases pending by the end of the year. Despite the legal requirement to complete POCSO trials within one year, pending cases have remained above two lakh annually in recent years. Although the central government has provided financial assistance to states and proposed 790 fast-track courts to expedite trials, several states, including Kerala, have reportedly failed to make full use of the scheme. Union Law Minister Arjun Ram Meghwal has urged states and High Courts to ensure speedy disposal of cases, while emphasizing that the appointment of judges and the establishment and maintenance of courts fall under the responsibility of state governments.

Analytical view/ Analysis: All the POCSO – rape cases have to dispose within one year after coming to the purview of the courts. This is fully violated and around two lakh cases are pending and piling up yearly. This is nullifying the real purpose of POCSO act itself.

Cases of sexual assault against children and rape cases are piling up without trials being completed. Under the POCSO Act, cases that reach the courts are required to be completed and verdicts delivered within one year. But because the law has not achieved the required pace of implementation, cases are piling up in the courts. In 2025, 1,40,000  rape and POCSO cases were registered in India. But verdicts could be delivered in only 66,500 cases. By December 31, 2025, as many as two and a half lakh cases, including older cases, were pending in the courts. An examination of the pattern of pending cases over the past three years makes it clear that at least two lakh cases remain pending every year. The assessment is that the failure to establish the required number of courts under the law and to conduct trials and deliver verdicts quickly is the reason for this accumulation of cases.

If more than 100 rape-POCSO cases come before a court, the rules stipulate that a special court should be established there for this purpose. If a special court is established, the central government will bear 60 percent of the salaries of the judicial officer and seven staff members. The central government also bears a share of other expenses. The central government extends this support to state governments to prevent sexual offences against children. Kerala currently has 56 POCSO courts. Although the scheme for establishing special courts had been extended until the 30th of last month, it is understood that many states, including Kerala, did not take advantage of it. The Kerala High Court itself had directed the state government to take urgent action in this matter and establish courts as required by law. The central government had proposed setting up 790 fast-track courts exclusively to deal with POCSO -rape cases.

In 2021, trials were completed in 36470 cases. There were 12,80,000 pending cases. By 2022, verdicts had been delivered in 640,53 cases. At the end of the year, 1,90,000 cases were pending. In 2023, verdicts were delivered in 76349 cases. At the end of the year, two lakh cases remained pending. In 2024, verdicts were delivered in 85,595 cases. Two lakh cases were pending for completion of trial. In 2025, 66,500 cases were disposed of. As many as 2,40,000 cases remain pending. Union Law Minister Arjun Ram Meghwal had himself stated in Parliament that, since the launch of the scheme to establish courts with central assistance, 1260 crore rupees had been provided to 29 states and Union Territories. The Union Minister also said that letters had been sent to state chief ministers and High Court Chief Justices urging them to ensure that cases were disposed of quickly without piling up. The minister said that the central government’s intention was to ensure that cases under the POCSO Act were tried and verdicts delivered within the prescribed time limit. The minister clarified that filling vacancies for judges, as well as establishing and maintaining courts, falls within the jurisdiction of the states.

ANALYSIS

Report Card on the Performance of Information Commissions in India, 2025–26 నివేదిక ప్రకారం, జూన్‌ 30, 2026 నాటికి దేశంలోని 28 సమాచార కమిషన్లలో 3,85,716 అప్పీళ్లు, ఫిర్యాదులు పెండింగ్‌లో ఉన్నాయి.

– కేంద్ర సమాచార కమిషన్‌ — 14,603;

– మహారాష్ట్ర — 14,140;

– బీహార్‌ — 4,417;

SNS India

Suicides and Suicidal Tendencies Among Students are on The Rise https://dakshinam.org/2026/10/12/suicides-and-suicidal-tendencies-among-students-are-on-the-rise/ https://dakshinam.org/2026/10/12/suicides-and-suicidal-tendencies-among-students-are-on-the-rise/#respond Mon, 12 Oct 2026 05:32:49 +0000 https://dakshinam.org/?p=2012 Introductory Memo: A national task force appointed by the Supreme Court has found that 9% of students in higher education institutions in India have suicidal tendencies, while 15% experience severe psychological distress. The nationwide survey of 2.5 lakh students also revealed that 34% feel excluded in their colleges and 32% lack access to counselling or mental health support, although 56% expressed confidence in their college administration. The interim report highlighted issues such as caste-based discrimination, sexual harassment, gender inequality, hostel restrictions, moral policing and linguistic disparities. The findings also raised concerns about academic choices, employment opportunities and examination systems. Meanwhile, student suicides have increased alongside the expansion of higher education, with 14,488 students dying by suicide in 2024, according to the article. In response to these concerns, the task force is considering a common framework to prevent student suicides, improve psychological care, eliminate discrimination, reduce academic and social pressures, and establish transparent and accountable systems in higher education institutions.

Analytical view/ Analysis: Suicide and suicide tendencies among students in higher education sector is increasing. The task force appointed by Supreme Court also is of the same opinion.

A study has found that nine percent of students studying in higher education institutions in India have suicidal tendencies. This finding emerged from a study conducted by a high-level national task force appointed by the Supreme Court following student suicides. The survey also found that 15 percent of students were suffering from severe psychological distress. It is understood that the final report, to be submitted to the Supreme Court on October 31, will contain details of these findings.

The task force studied the mental state of students over the past six months to one year. As many as 34 % of students feel that they are excluded or outsiders in their own colleges. The most encouraging finding is that 56 % of students have confidence in and are satisfied with their college administration. Meanwhile, 32 % pointed out that counselling or expert guidance to address mental health problems and prevent suicidal tendencies is not available in colleges.

The task force had submitted an interim report to the court earlier this year. The interim report highlighted various problems prevailing in higher education institutions. These included deeply rooted social discrimination, sexual harassment in medical and engineering colleges, gender discrimination in academic matters at medical, engineering and law institutions, restrictions in hostels, moral policing, caste-based discrimination against those who secure places in the NEET-UG examinations and JEE rank lists, caste-based humiliation and oppression during admissions, and linguistic disparities in internal assessments, grading and teachers’ attention.

The latest report, however, covered 250,000 students in a nationwide survey. Of these, 67 percent belonged to Scheduled Castes, Scheduled Tribes and other backward classes. Among the students who participated in the survey, concerns about the choice of academic subjects and the availability of employment opportunities were generally evident. Students broadly felt that issues such as the open-book examination system required further analysis. Senior officials of the task force observed that, since only a small percentage of students in the country had been covered by the survey, its findings could only be regarded as preliminary conclusions.

The number of students gaining admission to higher education has surged over the past 10 years. While 29.2 million students enrolled in higher education in 2011, the figure had risen to 43.3 million by 2022. Senior officials of the task force say that a similar increase is evident in the suicide rate among students. According to data from the National Crime Records Bureau, the suicide rate among students in higher education institutions was 26.37 per 100,000 in 2011. By 2022, this had risen to 30.02 per 100,000. In 2024, 14,488 students died by suicide. The suicide rate has increased by 63 % over the past 10 years. Students account for eight percent of all suicides nationwide. Recently, two IIT students died by suicide in Delhi and Mumbai. Last year, 92 students at higher education institutions such as IITs and IIMs died by suicide.

The rising incidence of suicidal tendencies in higher education has compelled the Supreme Court to appoint a special task force. The committee is considering introducing a common framework in higher education institutions to prevent suicidal tendencies and ensure psychological care and support for students. The task force is also considering developing a common action plan to eliminate feelings of inferiority and psychological distress and address the problems faced by students. It is understood that the task force will also recommend the introduction of a transparent and accountable system in higher education institutions.

Usually, we come across various kinds of people behaving differently. It all depends on their priority. However, distinguishing people with hidden agendas was much difficult as they cover themselves with one or other veil as if they are something different. That is what taking place in India. It was time to uncover those purdas so that fact will be there before the public.

For long, the opposition is in indigestive situation of Narendra Modi becoming the Prime Minister for the third time, though two years had already passed. The opposition leaders could not succeed despite making all out efforts. Now they are targeting the institutions instead of individuals, with the same target. Leaders and parties may come and go, but if the institutions’ reputation was damaged beyond point that leads to collapse of the entire system.

They are aiming for anarchy in the nation and that will transform the power from the existing hands. At the same time it may not fell in the hands who are wishing for that and a third party, may be controlled by other forces, may grab the power leading to a disaster. We have recent examples in our neighbouring nations.

In a democracy, everyone has a right to question and get answers. But, beyond a logical point it was not acceptable. At present the Election Commission of India (CEC) and Chief Election Commissioner (CEC) are under attack. Leaders from opposition parties are warning of dire consequences once power changes hands. This is nothing short of blackmailing the ECI. They want the entire nation to see the tamasha, while they are playing. Except the ruling National Democratic Alliance (NDA) and Institution itself, there was no one to defend the ECI.

Now, 42 retired judges stepped in questioning the legitimacy of attack on ECI. The words used at ECI and CEC as thieves, puppets, compromised is degrading the level of politicians. The same are the voting machines through which the Congress party came to power in Telangana, Karnataka and Kerala. They wish to cancel the elections of but they are not ready to apply same parameter in these states except at the Centre and where the BJP is in power. Even the courts were blamed at fault when any judgement was not in their favour.

SIR is not new

The Special Intensive Revision (SIR) is not new for India or held for the first time. Section 21(3) of the Representation of Peoples Act, 1951, confers the right to the ECI to conduct the SIR and revise the rolls at any time. The purpose of SIR is simple and direct- Remove the name so the dead, the duplicates entries of the same name, the names of those who shifted their residences to other place and to include the names of eligible citizens. Even the Supreme Court upheld the ongoing process of SIR as legal and valid.

In the name of making wild allegations against the CEC and ECI, the opposition is eroding trust of common public on the system, which results in anarchy, rouge elements taking the control, who are under the influence of vested interests. “Trust is currency of democracy. Tell citizens often enough that their vote does not count, and they stop believing in ballot. When the ballot loses weight, the street gains it. Unrest begins with a narrative. Anarchic and fringe elements occupy the vacuum. Some are homegrown. Some take their cues from beyond borders,” said the letter written by the judges.

They further said, “Citizens must examine the claims before accepting them or sharing them. The protesters must exercise their rights within the framework of the law. Democratic accountability depends in scrutiny that seeks answers and reform that strengthens the system.”

The judges appealed different sections of the society with a caution – Scrutinize and confirm authenticity before trusting and forwarding the same information.

To political parties – Contest elections, do not delegitimize them. Take your grievances to the Commission and Courts with evidences.

To the media: Do not amplify conjuncture and speculation without first scrutinizing and verifying the claims you report. A headline is not evidence, and petition does not make an allegation the truth.

To constitutional bodies: Stand firm, remain transparent, address legitimate concerns with clarity and stay above the political fray.

To our fellow citizens: Verify the facts before acting on them. Do not let anyone convince that your vote is meaningless. Your vote is your voice and its matters.

79 percent of those who die by suicide in Kerala are Hindus https://dakshinam.org/2026/09/23/79-percent-of-those-who-die-by-suicide-in-kerala-are-hindus/ https://dakshinam.org/2026/09/23/79-percent-of-those-who-die-by-suicide-in-kerala-are-hindus/#respond Wed, 23 Sep 2026 07:16:01 +0000 https://dakshinam.org/?p=1845 Introductory Memo: Kerala continues to report a suicide rate significantly higher than the national average, with 10,865 suicide deaths recorded in 2024, according to the data cited above. Men accounted for the majority of deaths, while unemployment, family problems, illness, financial difficulties, and substance use were among the reported contributing factors. Thiruvananthapuram recorded the highest number of suicides in the state, with family problems identified as a major reported cause. The figures highlight the need for stronger community support, early mental-health intervention, suicide-prevention services, and coordinated action by local governments and social organisations to support people facing severe emotional, social, and financial difficulties.

Analytical view/ Analysis: Hindu community is not getting a social protection to avoid suicide. There should be some community plans to protect the Hindu people from problems and to give a helping hand.

79 percent of those who die by suicide in Kerala are Hindus

79 percent of those who die by suicide in Kerala are Hindus. 10.3 percent are Christians and 9.7 percent are Muslims. Psychologists and social scientists assess that the lack of religious cohesion among Hindus and the failure to ensure mutual support adequately are the reasons why the highest number of suicides occur from the Hindu community. Experts say that the strong influence of Muslim and Christian churches, their supportive approach in social and economic matters, and suicide prevention measures are the reasons that help deter them from suicide. The latest data released in this regard is from 2024. At the national level, Kerala itself has the highest percentage of suicides.

The average suicide rate in Kerala’s population is 30.2 per one lakh. The national average is only 12.2. Kerala’s suicide rate is at least two and a half times the national average. In Kerala, the largest number of people die by suicide due to unemployment. It is assessed that not getting attractive employment despite having higher education is becoming a cause of suicide. Experts point out that in Kerala’s family system, the inferiority complex or social questioning faced by unemployed men also affects suicide. Men account for 82 percent of total suicides. A study by the central government’s Crime Records Bureau makes it clear that the majority of them are married. In 2024, 10,865 people died by suicide in Kerala. Of these, 8865 were men. Kerala ranks fourth in the number of people who died by suicide. A total of 1,70,746 people died by suicide in India. The highest number of suicides occurred in Tamil Nadu, 19,965. While 13,151 people died by suicide in Karnataka and 10,975 in Telangana, Kerala is in the next fourth position. Andhra, where 8302 people died by suicide, is in fourth place.

At the national level, most people died by suicide following family problems. Police investigations have found that family problems were the cause of suicide for 37.5 percent of people. Illness was the reason for 17.9 percent of people to die by suicide. Drug use, alcohol consumption, financial problems, and unemployment are also cited as causes of suicide. The age group in which the highest number of people died by suicide is between 18 and 30 years. Those between 30 and 45 years are next. Psychologists and social scientists assess it as a very notable phenomenon that most of those who died by suicide were daily wage workers. Compared to 2023, suicides in Kerala have decreased slightly. In 2023, 10,972 people died by suicide. In 2022, 10,162 people did.

In Kerala, the highest number of suicides has occurred in the capital district, Thiruvananthapuram. Kollam, which was previously in first place, has now moved to second place. The suicide rate in the capital is 16.8 per lakh. In 2024, 479 people died by suicide in the capital. The previous year, it was 410 people.

Unlike the causes of suicide at the national level, family problems are the most important cause of suicide in the capital. Of the 479 deaths, 225 were following family problems. While incurable diseases and illnesses led to the suicides of 94 people, drugs and alcohol consumption led to the suicides of 30 people. 14 people died by suicide following cancer. While 17 people died in the capital following mental illness and 19 following financial collapse and debt, 23 people died by suicide in the capital city due to disappointment in love. Social scientists opine that the increasing tendency toward suicide in Kerala, which has the highest levels of education and women’s education in India, should be examined and measures should be taken. Local self-government institutions and social movements need to take the initiative in this. Experts also say that the campaign should be strengthened in such a way that the maxim that suicide is not a solution to anything can reach the thoughts of those trying to die by suicide themselves amid a breakdown.

Habits are hard to change, like family planning! https://dakshinam.org/2026/09/19/habits-are-hard-to-change-like-family-planning/ https://dakshinam.org/2026/09/19/habits-are-hard-to-change-like-family-planning/#respond Sat, 19 Sep 2026 11:19:24 +0000 https://dakshinam.org/?p=1818 Introductory Memo

Some decisions taken by the policy makers, may be with good intentions, proves costly. These decisions becomes norms in the society and no one dares to come out of it due to various reasons including fear of being looked by the society. Then comes the next phase-    Pay a heavy price for what you did. The family planning is one such issue.

Analytical view/analysis

There is an old saying- Habits are hard to change. That is a fact coming to not only individuals but also for the societies as well. The current live example is the freebies extended by various state governments and the competitive aspirations of political parties to compete each other.

A report – ‘The Ghost of Population Past: How Population Control Persists in India’ prepared by an Economic Advisory Council to the Prime Minister in September, 2026, stated that it was hard to reverse the policy of ‘family planning’ and Andhra Pradesh stands as an example for that. Sanjeev Sanyal, Aakanksha Arora and Virat Singh prepared the 63- page report. The report talks about the new demographic reality, the Chinese warning, misplaced incentives and the need of the hour. Reversing small family norms not easy, says EAC-PM Study

Far below than replacement

“The national total fertility rate (TFR) of India is 1.9, well below replacement fertility. In the absence of Bihar and Uttar Pradesh, the TFR stands at 1.6. This is comparable to Northern Europe (1.5) and the United States (1.6). The demographically mature Southern states, namely Andhra Pradesh (1.4), Telangana (1.5), Karnataka (1.5), Kerala (1.3) and Tamil Nadu (1.3), alongside states like West Bengal (1.3), Punjab (1.4), Goa (1.6), Himachal Pradesh (1.5), Sikkim (1.0), Maharashtra (1.4), and Delhi (1.2), have been below replacement fertility for over two decades now. With a median age of almost 35 years, these states are demographically closer to ageing economies like the United States (39), than to our national median age of 30 years. The annual number of births in India peaked at roughly 29.3 million in 2001. It has reduced by one fifth since then, to about 23.2 million births in 2023. At the current juncture, India is at the same level of births it had about fifty years ago in 1974,” says the report.

Incentives for sterilization, even now

The surprising part of the policy is that 80 per cent of all fiscal allocations for incentives and compensations are towards sterilization, even today. As per the policy, the ASHA workers directed to limit the population for which they are extended with economic benefits. “Our collective fears of a population explosion, even in high fertility States are misplaced. We have to overcome our population control mindset and align our policy objective with new demographic reality. The historical experience of other countries shows that once fertility declines below a behavioural tipping point, and alters social norms, it is very difficult to reverse,” said the report.

The members of the council recommended – ending sterilization linked incentive payments, repealing motivational linked payments, rolling back population control rituals and rules, and redefining administrative mandates.

“We are not against the family planning for reasons of health, child spacing or personal preference. The Central argument of our paper is that population control is no longer relevant as an objective of state policy. Our family planning policies need to reflect the new demographic needs,” said he members of the Advisory Council.

China has introduced One Child Policy (OPC) in 1980 and continued till 2016, more than the relevant period. China’s experience is a cautionary tale for us to keep in mind when examining the current administrative paradox in India.

The political debate and changing lives of Muslim women – 2 https://dakshinam.org/2026/09/19/the-political-debate-and-changing-lives-of-muslim-women-2/ https://dakshinam.org/2026/09/19/the-political-debate-and-changing-lives-of-muslim-women-2/#respond Sat, 19 Sep 2026 10:47:06 +0000 https://dakshinam.org/?p=1814 UDF Succumbing to Religious Fundamentalism?

The controversy soon moved beyond the original statement and became a political confrontation.

The extremist faction within Samastha and one faction of the Muslim League came out against Chief Minister V. D. Satheesan, who took a strong position against Kanthapuram’s remarks. The statement and the reactions from Muslim organizations and leaders opened a wider discussion about the lives, living conditions and education of Muslim women in Kerala.

Although Satheesan initially remained silent, he later criticized Kanthapuram at a press conference following a Cabinet meeting. He said the argument that women’s entry into the public sphere would cause great destruction belonged to the 19th century.

Satheesan also referred to the historical position of women during the time of the Prophet and cited his wives Khadija and Aisha. He pointed out that Khadija was a major executive and that Aisha played a prominent role in the military history of early Islam.

These references angered sections of Samastha and the Muslim League.

A group of Samastha leaders, led by MLA K P Noushad Ali, arrived at Cliff House to meet the Chief Minister. Satheesan’s press conference had also been posted on social media with a headline indicating his disagreement with Kanthapuram’s position. Samastha demanded that the post be removed, while its youth wing issued a threat demanding this.

The Kerala Muslim Jamaath also demanded that Satheesan withdraw his statement and apologise. It argued that criticising Kanthapuram was not befitting the office of the Chief Minister and asked Satheesan to study Islamic history, the Quran and the history of the Prophet.

The statement was subsequently removed from Facebook. BJP state president Rajeev Chandrasekhar publicly supported Satheesan against the pressure from Samastha and sections of the Muslim League.

Satheesan, however, later reiterated that he stood by his disagreement with Kanthapuram. He said he had no complaint about Samastha criticizing him and that the public was free to judge the controversy.

The political confrontation also brought attention to a much larger social reality.

Discussions and investigations following the controversy indicated that many Muslim girls did not accept the position that women should remain at home and submissive. The question was particularly significant in education.

At the national level, the proportion of Muslim girls reaching undergraduate, postgraduate and higher courses remains low compared with several other countries. The figure of two to five percent for India, compared with higher proportions in countries such as Bahrain, Kuwait, Saudi Arabia and Qatar, and 42 percent in the United States presents the facts.

In Kerala, the situation is different in important aspects. In 2022-23, 25 percent of girls enrolled for studies compared with 16 percent of boys. At the national level too, girls have surpassed boys in the number entering postgraduate courses and doctorates. The number of girls is 154,878 compared with 108,526 boys.

Dr Liaquat Ali, principal of Nadapuram Government College, argued that expecting women in 21st-century India to live as women did in the social conditions of Arabia 1,400 years ago was not practical.

Employment provides another dimension. 13.8 percent of Muslim women in Kerala obtained government jobs, compared with 1.8 percent across India.

At the same time, allegations have emerged that even Muslim women who enter employment face attempts to impose discipline and pressure in the name of religious instruction. Restrictions mentioned include travelling alone, requirements relating to clothing, and opposition to women appearing on public platforms.

There has also been resistance from within the Muslim community against attempts to make hijab and purdah compulsory or more widespread.

Voluntary organisations working within the Muslim community have reported women coming forward to demand rights relating to property, worship, education and employment.

The debate has therefore moved beyond one cleric’s statement. It has become a point of discussion on whether religious interpretations should determine the extent to which women can study, work, travel, participate in cultural activities and appear in public.

The response of Muslim girls during Onam has become an important part of this debate. Girls wearing traditional Kerala attire and scarves, irrespective of caste or religion, participated in Onam games and dances in colleges across the state.

Social observers have described this development as the beginning of a new “Jasmine Revolution”.

That description points to the central change running through the entire controversy: Muslim women are increasingly becoming participants in public life rather than merely subjects of a debate conducted by religious and political leaders.
